When Undeniable Truth Meets Institutional Silence
On March 11, 2025, Amy Cilley, an official with Maineās Office of Child and Family Services (OCFS), made false and defamatory claims about me to a Biddeford police officer. At the time, I had my own full-length video and audio recording of the encounter. I knew the truth. I lived it. But what I didnāt haveāuntil recentlyāwas their version of the event captured on police body cam.
That footage changed everything.
Once I obtained the body cam footage through a formal request, it confirmed exactly what I suspected: Amy Cilley lied.Ā And not just in passingāshe deliberately misrepresented the events, which I can now conclusively disproveĀ by comparing her statements to both the police footage and my own full recording of the same event.
Thatās when I reached out to Chief JoAnne FiskeĀ of the Biddeford Police Department. I didnāt go to her right after the March 11th incidentāI went to her after I had the undeniable proof in hand.
But instead of doing something about it, or even acknowledging the contradiction, Chief Fiske told me I would need to take the matter to the Maine Attorney Generalās Office.
The problem with that? Iāve already been doing exactly that. For over six months.

This is the pattern that keeps repeating. Every time I escalate the issue through the proper channelsāarmed with evidence, with documentation, with recordingsāIām told to take it somewhere else.
DHHS says itās a police issue.
The police say itās a DHHS issue.
The Attorney General never replies.
The Governorās Office ignores me.
Every agency passes the buck. Every official relies on the word of the one before. And not one of them takes responsibility when that chain of trust leads directly back to a fabricated lie.
Meanwhile, law enforcement agenciesāincluding Berwick, Sanford, and Biddefordācontinue to act on these false claims. Not because theyāve seen the proof for themselves, but because they simply accept OCFSās word as fact.
No investigation. No accountability. Just blind obedience to false authority.

Once I realized I had definitive proofāAmy Cilleyās false claims on record, matched against verifiable evidenceāI forwarded everything. I ccād the Governorās Office, legislators, York County prosecutors, the child welfare ombudsman, and others. I included links to recordings, transcripts, and body cam footage.
I laid out how the system is not just brokenāitās being weaponized against me for speaking up.

Iām a 100% disabled veteran. Iāve never been charged with a crime. There is no substantiated risk. And yet, I havenāt seen my sons in over a year. Not because of something I didābut because of what others falsely saidĀ I did.
This is what happens when lies go unchecked, when agencies protect themselves instead of the public, and when no one has the courage to say, āWe got it wrong.ā
OCFS doesnāt just hold unchecked powerāthey hold it without fear of accountability.

Iāve spoken to other families across Maine living the same nightmare: false claims, ignored evidence, and agencies reinforcing each otherās lies instead of challenging them. Itās not just mismanagementāitās a culture of institutional gaslightingĀ and systemic retaliation.
What happened to me is part of a pattern. And the more I speak out, the more retaliation I face.
